It is unanimously suggested that coal, which has been the dominant source of fuel for power generation in India (almost three-fourths is currently coal-based), will continue to be a critical source for generating baseload electricity. Various estimates indicate that electricity generated from coal is expected to grow twofold to threefold by 2030.
With an average of 730 MT of coal consumed by the power plants in our country by the end of financial year 2018 which tuned to an average of 210 MT of fly ash generated by then with efforts of ash utilisation had resulted in achieving just 59% by the same year end.
The Indian government has been pushing for a target of 1.5 billion tonnes of coal production annually by 2020, most of which will be used in the power sector. In this context, current issues-status, policies, regulations, and bottlenecks-regarding the disposal of fly ash generated by thermal power plants are to be examined.
The Ministry of Environment, Forest and Climate Change has been issuing mandates since 1999, prescribing targets for the use of fly ash by TPPs, with an aim to achieve 100 per cent ash utilisation in a phased manner. These were subsequently amended in 2003, 2009 and 2016. As per the 2009 notification, all coal/lignite-based power plants as well as expansion units in operation before the notification date (November 3, 2009) were required to achieve a utilisation level of at least 50 per cent of fly ash generated within one year of the issue of the notification, at least 60 per cent within two years, 75 per cent within three years, 90 per cent within four years and 100 per cent within five years. However, several plants failed to achieve the prescribed targets and thus, in the January 2016 amendment, the timeline to achieve 100 per cent fly ash utilisation was extended to December 31, 2017.
As far as the mode of utilisation was concerned, the CEA's report indicates that the utilisation of fly ash is the highest in the cement sector with 24.04 per cent of the total fly ash used, followed by bricks and tiles at 7.37 per cent. The concrete industry segment has the lowest level of utilisation at 0.6 per cent.
For the purposes of quantitative analysis, 951 MT of cement production and 1,340 MT of coal in electricity generation by 2030 have been considered. At average ash content in coal of 33%, this implies that the annual fly ash generation by 2030 will be approximately 437 MT. If the current trends in utilisation of flyash were to continue, overall the utilisation will tune up to 310 MT by 2030, with cement's share in utilisation, as a percentage of total fly ash generated, increasing from 25% to 35% by 2030. While cement's fly ash requirement will grow fourfold, to 151 MT in 2030, approximately 128 MT of fly ash will still remain unutilised. This will require an additional 2,300 hectares of land and 1.3 billion cubic metres of water for ash ponds, exacerbating the existing problems concerning fly ash disposal.
The industry is currently challenged as utilities strive to meet environmental standards. Consequences for coal ash utilization will include a large increase in the amount of FGD gypsum, mercury-laden activated carbons in the fly ash, and a change in fly ash composition as utilities change fuel supplies in response to new environmental controls.

The current utilisation levels highlight the fact that fly ash utilisation remains inadequate and greater efforts need to be stepped up to meet the desired targets. There is an urgent need to ensure that fly ash is used in an environmentally compatible manner. The renovation and modernisation of coal and lignite plants must include technological advancements that enable them to store dry fly ash so that it can be made available to users in dry form. Further, in order to lower their water footprint, TPPs need to switch from the low-concentration slurry disposal method, which involves excessive water usage, to the high-concentration slurry disposal method, which are more environments friendly.
Also, regulations should be introduced to encourage the use of fly ash in the construction of embankments for laying railway lines. The use of fly ash in agriculture and waste development has been fairly low, primarily owing to the presence of heavy and radioactive elements in fly ash. These concerns need to be addressed in order to realise the huge potential of fly ash in this segment.
In sum, there is huge potential for utilising fly ash in various industries and the country needs to develop appropriate guidelines and strategies that take it closer to achieving its goal.
Mission Energy Foundation suggested several policies and regulations—ranging from tighter air pollution standards and efficient technology to developing policy framework for managing waste products-to improve the sector. The results of Mission Energy Foundation's study and its recommendations spurred a wide public debate and, over the last few years, the government announced a series of draft regulations and policies to help improve the sector's performance. Both coal-based electricity and cement are crucial inputs to economic growth; their substitutability is limited due to various factors, discussions regarding which are beyond the scope of this article are being discussed at various forums of Mission Energy Foundation.
The 8th edition FLY ASH UTILISATION 2019 – Conference – Expo – Awards; is intended to provide a forum to meet and discuss the science and applications for coal ash and to transfer knowledge and ideas that will benefit their innovative utilization, processing, handling, storage, transportation and disposal.
FLY ASH UTILISATION 2019 expands its scope to include new bio-based ash resources and their expanding relevance for multiple applications, such as road construction and agriculture and will also bring focus on SLAGS (e.g., GBFS / blast furnace, steel slags) and their co-existence with ashes.
Scenarios of ash generation and utilisation shall be presented by the industry experts alongside key technical, regulatory, pricing, logistical, and behavioural issues that shall be addressed to reach complete fly ash utilisation during the two days of value packed session at Fly Ash Utilisation 2019.
FLY ASH UTILISATION 2019 is scheduled on 27 - 28 February 2019 at Vivanta by Taj - Goa, which is expected to attract participants worldwide focusing on the business, logistics and technical challenges and opportunities in the coal combustion by-products sector. The two day of 360 degree technical discussions will be packed with multiple networking opportunities among regional and international guests.
