• Union Cabinet Approval of ₹8,500 crore under the Viability Gap Funding (VGF) scheme for gasification projects.
• Formation of Steering Committees to guide implementation and oversight.
• Issuance of Requests for Proposals (RFPs) and Letters of Award (LOAs) to initiate projects on the ground.
• 50% Revenue Share Rebate on coal used for gasification in all future commercial coal block auctions.
• Creation of a Dedicated Auction Window to ensure reliable coal supply for new gasification plants.

Proposed Fiscal & Regulatory Incentives

To ensure the commercial viability and long-term success of gasification projects, several incentives are under active consideration, including:

• Waiver of GST Cess on coal used for gasification
• Reduction of additional cesses and duties
• 15-Year Tax Holiday for eligible gasification units
• Capital Subsidy for purchase of domestic equipment

National Coal Gasification Mission

Gasify 100MT coal by 2030 - Under Atmanirbhar Bharat Abhiyaan . Rs 20,000 crore will be invested in coal gasification projects by 2030 for eco-friendly utilisation of the fuel, which is abundantly available in the country. With this technology, coal can be gasified to turn it into a clean syngas or synthesis gas—a mixture of hydrogen and carbon monoxide — which constitutes the basic building block of the chemical industry and converted into a wide range of downstream products. 

Financial Incentive for Setting Up Coal/Lignite Gasification Projects in
India

The "Scheme for promotion of Coal/Lignite Gasification" was approved by the Indian government with a total outlay of ₹8,500 crore. This scheme aims to incentivize both public sector undertakings (PSUs) and private sector companies to invest in coal and lignite gasification projects. The scheme is structured into three categories, with financial incentives provided to projects under each category.

Targeted Entities:
The scheme is open to both Government PSUs and private sector companies.

Categories:
Category I: Focuses on Government PSUs, with a provision of ₹4,050 crore, supporting up to 3 projects with a lump-sum grant of ₹1,350 crore or 15% of the capital expenditure (capex), whichever is lower.

Category II: Provides ₹3,850 crore for private sector and Government PSUs, with a lump-sum grant of ₹1,000 crore or 15% of capex, whichever is lower, for each project.

Category III: Details not provided in the search results, but it is one of the three categories mentioned.  

Bharat Coal Gasification and Chemicals Limited

A joint venture company formed by Coal India Limited (CIL) & Bharat Heavy Electricals Limited (BHEL), incorporated on May 21, 2024. BCGCL is to utilize coal gasification technology to produce syngas, ammonia, and nitric acid as intermediate products, with ammonium nitrate as the final product.

BCGVL has been awarded ₹1,350 crore of financial incentive under the Scheme for its coal gasification project in Lakhanpur, Orissa. With a total investment of ₹11,768 crore, the project aims to produce 0.66 MMTPA of Ammonium Nitrate.

Coal Gas India Limited

Coal Gas India Limited (CGIL), joint venture between Coal India Limited (CIL) and GAIL (India) Limited. This partnership was established to set up a coal-to-synthetic natural gas (SNG) plant in West Bengal. The project aims to convert coal into SNG, which can be used as a feedstock for various chemicals and fertilizers.

CGIL has been awarded ₹1,350 crore of financial incentive under the Scheme. This project, costing ₹13,052.81 crore, will focus on converting coal into Synthetic Natural Gas (SNG) with a production capacity of 1.83 MMSCMD.

Coal India Limited

Coal India Limited (CIL) is a state-owned coal mining company and the world's largest coal producer. It was formed in November 1975 and is a "Maharatna" company, a designation given by the Indian government to select state-owned enterprises. CIL operates through 8 subsidiaries and manages 310 working mines across 85 mining areas in India.

The coal-to-SNG project in Niljai Ext. OC Wani Area, Maharashtra, has been awarded ₹1,350 crore of financial incentive under the Scheme. The project, with a total cost of ₹12,214.86 crore, aims for a production capacity of 1.83 MMSCMD of Synthetic Natural Gas.

New Era Cleantech Solution Private Limited

New Era Cleantech Solution Private Limited is a private company based in Mumbai, India, focused on clean technology solutions, particularly in coal gasification. The company is actively involved in a large-scale coal gasification project in Bhadravati, Maharashtra, aiming to produce valuable chemicals like Ammonium Nitrate and Hydrogen, while also implementing Carbon Capture, Utilization, and Storage (CCUS) technology.

A financial incentive of ₹1,000 crore has been granted for New Era Cleantech’s coal gasification project in Bhadravati, Chandrapur, Maharashtra. With a total project cost of ₹6,976 crore, it aims to produce 0.33 MMTPA of Ammonium Nitrate and 0.1 MMTPA of Hydrogen. Additionally, the project will implement Carbon Capture, Utilization, and Storage (CCUS) technology, where captured CO2 will be utilized for methanol production. The proposed CO2-to-methanol plant will have a capacity of 3,000 TPD (1.0 MMTPA).

Jindal Steel Limited

Jindal Steel is one of India's leading business houses, with a significant presence in steel, mining, power and infrastructure. With business operations spanning across India, Africa, and Australia, Jindal Steel has firmly established itself as a global player in its chosen industries.

The 2MMTPA coal gasification project in Angul, Odisha, has been awarded ₹569.05 crore in financial incentives. The ₹3,793 crore project will convert coal into Direct Reduced Iron (DRI) through coal gasification while also setting up a carbon capture and utilization plant designed to capture 30 TPD of CO2 for conversion into valuable products.

Greta Energy Limited

Greta Energy Limited is an Indian company focused on biomass-based power generation, specifically operating a 15 MW plant in Chandrapur, Maharashtra. The company is part of the Greta Group, which also has interests in recycling, agro-business, and other sectors.

₹414.01 crore of financial incentive for its coal gasification project at MIDC Bhadravati, Chandrapur, Maharashtra. With a total investment of ₹2,763 crore, the project aims to produce 0.5 MTPA of Direct Reduced Iron (DRI). 

Talcher Fertilizers Limited

The flagship Talcher project is a key part of India’s bid to convert coal into fertiliser feedstock. The Rs 13,277-crore urea plant is designed to produce 12.7 lakh tonnes of urea per annum using coal gasification technology. However, the plant has been running behind schedule since the EPC contract was awarded in 2019 to China’s Wuhuan Engineering Company Ltd (WECL).

To expedite the process, the JV  companies GAIL (India) Ltd, Coal India Limited & Rashtriya Chemicals & Fertilizers Limited have Increase stake in Talcher Fertilizers Limited through rights issue.

NLC India Limited 


The Lignite-to-Methanol project of NLC India Limited is part of its diversification plan up a Lignite-to-Methanol plant of capacity 1,200 TPD  at a capital cost of about Rs 4,400 crore.

The project is expected to be commissioned in 2027. Tenders have been floated for two blocks and few companies have evinced interest and have participated. The project will be developed in four blocks.

NLC India Limited is expecting any Central government’s promotional scheme such as PLI for gasification projects. We are also considering scaling up the capacity further based on the business scenarios evolving in future.

Gujarat Mineral Development Corporation


Gujarat Mineral Development Corporation
, one of India’s leading PSUs in mining, has a rich legacy in mineral exploration. As a key driver of industrial growth and infrastructure development in Gujarat, GMDC remains committed to powering progress while contributing to the nation’s transition to a cleaner, more efficient energy future.

As part of this transition, GMDC has strategically acquired three coal mines in Odisha, a region at the heart of India’s gasification initiatives. These mines hold a combined 2000+ million tonnes of geological reserves, positioning them as critical assets in strengthening the nation’s energy security.
Among these, Burapahar stands out with 547 million tonnes of reserves, offering the most suitable geological conditions for Underground Coal Gasification  (UCG)  with its rocky strata and significantly deeper reserves.

Eastern Coalfields Limited


Eastern Coalfields Limited (ECL)
has embarked on an innovative pilot project for Underground Coal Gasification (UCG) at the Kasta coal block in Jamtara District, Jharkhand.

This first ever groundbreaking initiative aims to revolutionize the coal industry by using in-situ coal gasification to convert it into valuable gases such as methane, hydrogen, carbon monoxide, and carbon dioxide. These gases can be utilized to produce synthetic natural gas, chemical feedstocks for fuels, fertilizers, explosives, and other industrial applications. The Ministry of Coal is fully committed to promoting coal gasification projects, recognizing their potential to transform coal into various high-value chemical products.
