NEW ERA CLEANTECH PRESENTS

GASIFICATION INDIA - 2023

Pathway Towards Meeting Climate Change Obligation

14th Sucessful Edition
of CONFERENCE + EXPO
19 & 20 October 2023, NDMC Convention Centre - New Delhi

"Aatma Nirbhar Bharat - Gasify 100MT coal by 2030. Rs 20,000 crore will be invested in coal gasification projects by 2030 for eco-friendly utilisation of the fuel, which is abundantly available in the country. With this technology, coal can be gasified to turn it into a clean syngas or synthesis gas—a mixture of hydrogen and carbon monoxide — which constitutes the basic building block of the chemical industry and converted into a wide range of downstream products"

"The government will soon use the around 40% unviable coal mines in the country to make urea through coal gasification which will reduce its production cost by around 50%, Union Minister Nitin Gadkari said. Coal gasification will help reduce the ₹55,000 crore subsidy provided by the government on urea every year"

"India will give priority to Coal Gasification. We are prepared to put roadmap for diversified energy basket in place. Coal Ministry to Focus on Coal Gasification to Produce Methanol, Fertilisers over next 3 years"

"Blending of natural gas, biogas, hydrogen and other gases is key to de-carbonizing the energy system & centre is focusing on exploration and production of oil and natural gas to make India a self-reliant country in energy requirement, and the work on meeting the target of 20 per cent ethanol blending in petrol by 2025 is on track"

"Coal gasification and liquefication will be incentivised through rebate in revenue sharing, she said adding coal bed methane (CBM) production would also be encouraged"

"The government’s decision to open the coal sector for private sector participation in commercial coal mining and gasification corrects a historical anomaly. Niti Aayog is aiming to set up a 15,000 tonnes per day coal to methanol gasification unit in a bid to cut crude oil imports"

Initiatives by Govt. of India

The Ministry of Coal, through Atmanirbhar Bharat Abhiyaan, has taken the initiative, National Coal Gasification Mission, that is to utilise coal through coal gasification, with the goal of achieving 100 MT coal gasification by 2030.

In order to support coal gasification and availability of coal for the sector at a concessional rate, the Ministry of Coal has introduced a policy for concessions of 50 per cent in revenue share for commercial auction of coal blocks.

To incentivise more participation and increase coal production, the rebate of 20% was increased to 50% for successful bidders using their coal for coal gasification and liquefaction.

It has also been recommended that all coal companies assign a nodal officer and formulate a plan for gasifying at least 10 percent of their coal production.

SHAKTI policy was implemented in coal gasification projects to minimise operating costs by allocating long-term coal linkages through auction.

The National Coal Gasification Mission took a definite direction, with the finance minister announcing four pilot projects in the 2022-23 Budget.

Centre is likely to issue a policy on the use of methanol as an alternative fuel soon.

In the last eight years, domestic coal production has increased by 37.3%, and domestic coal offtake has increased by 43%. Domestic coal production has increased from 728.72 MT in FY21-22 to 893.08 MT in FY22-23, a growth of 22.6%. Coal production from Captive/Commercial coal blocks was around 5.09 Lakh Ton on 02nd March 2023 which was the highest ever single day production. Production from captive/commercial coal mines during current FY till February has increased by 29.8% over FY 2021-22. Coal ministry is hopeful of achieving more than 112 million ton production from captive/commercial coal blocks in 2022-23 with an increase of about 31% over last year. Under PM Modi, the coal sector has emerged after an eclipse.

India announced environmental targets as its Nationally Determined Contribution (NDC) under the Paris Agreement in 2016. In order to meet these objectives, coal gasification aids in the decrease of emission levels and the advancement of non-fossil fuel-based energy resources.

COAL GASIFICATION is regarded as a cleaner coal technology when compared to coal combustion and could be used to generate a range of products using clean coal innovations such as hydrogen, methanol, and fertilisers via coal gasification. Carbon fibres and plastic composites made from coal power plant ash/residue. Syngas, according to proponents of coal gasification, can be used to generate power, in energy-efficient fuel cell technology, or as chemical "building components" for industrial applications. The hydrogen can also be extracted and used to power a hydrogen economy. The syngas produced by coal gasification can be used to generate urea and a variety of products such as methanol, Dimethyl ether (DME), and olefins, allowing India to minimise imports and become self-sufficient.

Coal gasification brings several benefits as  India is highly import dependent for petro-chemicals and natural gas. The products envisaged in these new projects will provide feedstock for a new industrial economy and promote 'atmanirbharta'. As of now, petrochemicals and gas-related downstream industries are largely dependent on imported feedstock. The import-based LNG terminals located in western India supply imported gas to projects in Gujarat, Maharashtra and Kerala. The new coal-gasification based industries in eastern and central India could be a game-changer, spurring new plants in these sectors and in different regions. The four projects are planned in close proximity of coalfields in West Bengal, Chhattisgarh, Jharkhand and Maharashtra. These were traditional industrial areas of the country, and with the pivot of manufacturing shifting elsewhere, they have for some decades now lagged for want of investments in large industries.

GASIFICATION can only reduce India's dependence upon imported oil for transport fuels, reducing our import bill by a third. India's transport sector will become carbon-neutral and hence, can become a leader in the battle against climate change.

GASIFICATION can only enable a wide range of energy sources including coal, biomass and residual oils to be converted into environmentally-friendly chemicals and fuels. Most of the effluents normally created in atmospheric burning plants are caught before combustion and converted into useful by-products, or captured for safe storage.
