BRIEF BACKGROUND

Tackling climate change is impossible without reducing our dependence on fossil fuels, especially coal. The problem is, coal is cheap and developing economies like India prefer low-cost fuel sources.

Coal-fired plants generate 70% of India’s electricity. This, combined with the growth of coal-consuming industrial sectors like steel, the solid fuel source will continue to be integral to India’s economy in the next couple of decades. This is despite the government’s ambitious plans to increase the generation of renewable energy.
India is world’s second largest producer of coal; producing a tenth of the world’s coal and also being the second largest coal importer in the world.

The Indian government has its target approximately 1047.57 MT by the end of FY 2025, which is a provisional figure showing a 4.99% growth from the previous fiscal year. This will surpass the one billion tonne milestone during the fiscal year. The production growth was driven by increases from both state-owned and private/captive mines, most of which will be used in the power sector. In this context, current issues—status, policies, regulations, and bottlenecks—regarding the disposal of fly ash generated by thermal power plants are to be examined.

Electricity generation is responsible for two-thirds of India’s coal consumption with ~ 35% FLY ASH CONTENTS in Indian coal.

What does that mean?
- Comply or Get Penalised

With last the Centre government notification on fly ash utilisation rule for Thermal Power Plants (TPPs), bringing them to mandatory utilise 100% of fly ash within three to five years. Existing provisions allow TPPs to fully utilise fly ash in a three-year cycle in a staggered manner.

The "polluter pays" policy, as applied to fly ash utilisation in India, is a key component of the Ministry of Environment, Forest and Climate Change (MoEF&CC) notification dated December 31, 2021, and its subsequent amendments by notifications on December 30, 2022, and January 1, 2024.

The Ministry of Power issued guidelines clarifying the process for the disposal and sale of remaining dry fly ash, bottom ash, and pond ash through a transparent process, in line with the MoEF&CC notifications and amendments up to January 1, 2024.

This policy establishes a strict penalty mechanism to ensure that thermal power plants (TPPs) adhere to mandatory ash utilisation targets.

Legacy Ash & Environmental Compensation

The 2021 notification also covers legacy ash (ash accumulated over decades in ash ponds). TPPs have a 10-year period from the date of the notification (ending around 2032) to utilise this accumulated ash in a staggered manner. Failure to do so within the deadline will also attract a fine of ₹1,000 per ton on the remaining unutilised quantity. TPPs that fail to achieve their specified annual ash utilisation targets must pay an environmental compensation of ₹1,000 per ton for the unutilised ash

Compliance Cycle & Target Calculation

The rules operate on a three-year compliance cycle. TPPs must achieve an average of 100% ash utilisation over this period. The compensation is levied on the shortfall in achieving the mandatory utilisation percentages. For TPPs existing before the 2021 notification, the targets are phased (e.g., specific percentages like 80% to be reached in the first two years of a three-year cycle), and failure to meet these triggers the fine

Trigger for Penalty & Fund Use

In the first two years of a three-year cycle, if a TPP's ash utilisation falls below 80%, it is liable for the penalty on the unutilised quantity. If a TPP is unable to achieve 100% utilisation by the end of the third year of the cycle, it is liable to pay the compensation on the remaining unutilised quantity not penalised earlier. The funds collected from these penalties are to be used for the safe disposal of the unutilised ash and for promoting research and development into ash utilisation technologies

Enforcement

The Central Pollution Control Board (CPCB) and State Pollution Control Boards (SPCBs) are tasked with monitoring compliance and levying the penalties. TPPs are required to submit monthly data on ash generation and utilisation through a web portal to facilitate this monitoring

WHY FOCUSSED CONFERENCE ON FLY ASH UTILISATION?

Mission Energy Foundation suggested several policies and regulations—ranging from tighter air pollution standards and efficient technology to developing policy frameworks for managing waste products—to improve the sector. The results of Mission Energy Foundation’s study and its recommendations spurred a wide public debate and, over the last few years, the government announced a series of draft regulations and policies to help improve the sector’s performance. Both coal-based electricity and cement are crucial inputs to economic growth; their substitutability is limited due to various factors, and discussions regarding which are beyond the scope of this article are being discussed at various forums of Mission Energy Foundation.

The 15th edition of FLY ASH UTILISATION 2026; is intended to provide a forum to meet and discuss the science and applications of coal ash and to transfer knowledge and ideas that will benefit their innovative utilisation, processing, handling, storage, transportation and disposal.

Scenarios of ash generation and utilisation shall be presented by industry experts alongside key technical, regulatory, pricing, logistical, and behavioral issues that shall be addressed to reach complete fly ash utilisation during the three days of value packed technical sessions at FLY ASH UTILISATION 2026.

FLY ASH UTILISATION 2026 - this year is a Three Day Residential Conference scheduled on 26 - 27 - 28 February at GOA; which is expected to again attract participants worldwide focusing on the business, logistics, technical challenges and opportunities in the coal combustion by-products sector. The two day of 360 degree technical discussions will be packed with multiple networking opportunities among regional and international guests.

FLY ASH UTILISATION - 2026 is a national initiative designed to accelerate India’s transition toward a circular economy, enhance resource efficiency, and promote sustainable industrial development. The three-day conference shall provide a forum to meet and discuss the science and applications of coal ash and to transfer knowledge and ideas that will benefit their innovative utilisation, processing, handling, storage, transportation and disposal. MAHAGENCO has the highest overall generation capacity and the highest Thermal installed capacity amongst all the State Power Generation utilities in India. Selection Procedure

Evaluation of nominations for Fly Ash Utilisation Award is an intensive process. Nominations are evaluated by experts from Government, Academia and Industry.

Preliminary evaluation of shortlisted nominations. Powerpoint presentation with original documents by all short-listed nominee companies / units shall be asked, if required.

Award Presentation

Relax and wait for the winner's announcement day i.e, 28 February 2026. If your nominated company / units have demonstrated the highest level of commitment and best practice towards the Fly Ash Utilisation Awards, you shall be recognised and honoured.

Winners of Fly Ash Utilisation Awards 2026 shall be honoured on the third day of the conference i.e., Saturday, 28 February 2026.
