BRIEF BACKGROUND
Electricity generation is responsible for two-thirds of India’s coal consumption with ~ 35% FLY ASH CONTENTS in Indian coal.
The 2021 notification also covers legacy ash (ash accumulated over decades in ash ponds). TPPs have a 10-year period from the date of the notification (ending around 2032) to utilise this accumulated ash in a staggered manner. Failure to do so within the deadline will also attract a fine of ₹1,000 per ton on the remaining unutilised quantity. TPPs that fail to achieve their specified annual ash utilisation targets must pay an environmental compensation of ₹1,000 per ton for the unutilised ash
The rules operate on a three-year compliance cycle. TPPs must achieve an average of 100% ash utilisation over this period. The compensation is levied on the shortfall in achieving the mandatory utilisation percentages. For TPPs existing before the 2021 notification, the targets are phased (e.g., specific percentages like 80% to be reached in the first two years of a three-year cycle), and failure to meet these triggers the fine
In the first two years of a three-year cycle, if a TPP's ash utilisation falls below 80%, it is liable for the penalty on the unutilised quantity. If a TPP is unable to achieve 100% utilisation by the end of the third year of the cycle, it is liable to pay the compensation on the remaining unutilised quantity not penalised earlier. The funds collected from these penalties are to be used for the safe disposal of the unutilised ash and for promoting research and development into ash utilisation technologies
The Central Pollution Control Board (CPCB) and State Pollution Control Boards (SPCBs) are tasked with monitoring compliance and levying the penalties. TPPs are required to submit monthly data on ash generation and utilisation through a web portal to facilitate this monitoring
Mission Energy Foundation suggested several policies and regulations—ranging from tighter air pollution standards and efficient technology to developing policy frameworks for managing waste products—to improve the sector. The results of Mission Energy Foundation’s study and its recommendations spurred a wide public debate and, over the last few years, the government announced a series of draft regulations and policies to help improve the sector’s performance. Both coal-based electricity and cement are crucial inputs to economic growth; their substitutability is limited due to various factors, and discussions regarding which are beyond the scope of this article are being discussed at various forums of Mission Energy Foundation.
The 15th edition of FLY ASH UTILISATION 2026; is intended to provide a forum to meet and discuss the science and applications of coal ash and to transfer knowledge and ideas that will benefit their innovative utilisation, processing, handling, storage, transportation and disposal.

Evaluation of nominations for Fly Ash Utilisation Award is an intensive process. Nominations are evaluated by experts from Government, Academia and Industry.
