The Winners of Fly Ash Utilisation Awards 2016 shall be honoured on the second day of the conference i.e., 28 February 2017 at Vivanta by Taj - Dwarka, New Delhi.
Total installed capacity of coal based thermal power is about 186 GW with a significant Year-on-Year growth of 22 GW (installed capacity end of March 2015 was 164 GW). Coal based power generation holds about 72% of India’s power generation capacity of 303 GW (CEA, March 2016). In future, thermal generation capacity in India will increase significantly in the coming decades. Even in the least effort scenario, it is expected that installed thermal generation capacity will go up to 290 GW in 2047.
India’s existing coal based thermal power plants (TPPs) are currently based on inefficient subcritical technology, though efforts are now being made to adopt new efficient technologies like super-critical, ultra super-critical technology etc. Super critical technology is proposed to be adopted at a significant scale (38%) during the 12th five year plan (Ministry of Power, 2012). From the 13th five year plan, it is proposed that no subcritical TPPs would be allowed. However the development and deployment of these efficient technologies is sluggish due to the Indian coal with high ash content and low calorific value.
Coal-Based power plants consumed 640 million tonnes of coal in 2015-16, which are around three fourths of the total coal used in the country. India’s coal is of poor quality with almost 40 per cent ash, which means the plants burn 0.74 Kg/KWh of power generation, which is 41 percent higher than the global average. Poor coal also means more pollution. As a result, coal- based power plants are a significant contributor to total pollutants such as PM, NOx and SOx in the country.
Given the pace of growth of coal-based power generation (capacity is expected to reach 260 GW by 2022, up from 186 GW as of March 2016); pollution will worsen if emission regulations are left unchanged.
Fly ash generation, which tuned to 172.87 MT by 2014 and with the present momentum of the capacity addition the numbers, will definitely increase to 221 MT by 2016. Current levels of efforts of ash utilization have resulted in achieving just 58% by year ending 2015 and India is nowhere near its target of utilising 100% of fly ash generated by the coal based power plants.
New Norms:
Ministry of Environment, Forests and Climate Change (MoEFCC) has revised norms for fly ash usage and disposal by granting permission to use it for agriculture. The ministry has also made it mandatory for power plants to give fly ash free of cost to users within 300-kilometre-radius.
The notification makes it mandatory for cement industries, within radius of 300 kilometres of a coal or lignite based thermal power plant, to use fly ash for manufacture of the cement as per the specifications of Bureau of Indian Standards (BIS). The cost of transportation of fly ash is to be borne collectively by the thermal power plant and the industry concerned. Every construction agency engaged in construction of roads within a radius of 300 kilometres from a coal or lignite based thermal power plant would be bound to use fly ash in accordance with the guidelines or specifications issued.
Policies of different government departments, regulators and construction agencies on the use of fly ash for construction are not consistent. For instance, building bye laws of municipalities, which set rules on use of construction material, don’t compulsorily require use of fly ash bricks for construction.
The industry will be challenged as utilities strive to meet environmental standards. Consequences for coal ash utilization will include a large increase in the amount of FGD gypsum, mercury-laden activated carbons in the fly ash, and a change in fly ash composition as utilities change fuel supplies in response to new environmental controls.
Overall, the proposed and new regulations are an important first step. Coal-based power is artificially cheap because of two reasons—coal for generating power is subsidised and the health and environment costs of coal are not incorporated. The new regulations would result in a small step to add some of the costs by pushing investment in pollution control technology.
The proposed notification on fly ash use is a step forward, but gaps remain that will continue to inhibit use. Currently cement sector is the dominant user of fly ash consuming 50% of total ash utilised. While the norms will improve the supply of fly ash to end-users it is not doing enough to create demand for fly ash products like bricks or push road making.
Based on its findings and study of best practices in the sector globally, Mission Energy Foundation suggested several policies and regulations—ranging from tighter air pollution standards and efficient technology to developing policy framework for managing waste products—to improve the sector. The results of Mission Energy Foundation’s study and its recommendations spurred a wide public debate and, over the last few years, the government announced a series of draft regulations and policies to help improve the sector’s performance.

• Facilitates use of fly ash to make bricks, blocks, tiles, wall panels, cement and other construction materials.
• The policy extends use of fly ash to 300 kilometres radius of power plant from earlier 100 kilometres radius of power plant. It will help in environment protection and save soil excavation.
• It also will make available raw material for construction at low cost to help ‘Housing for All’ projects.
• It will also help create new employment opportunities in the power plant sector and pave way for prosperity by generating Wealth from Waste.
The state, where there is an urgent need to tackle fly ash, a major cause of air pollution. It is widely perceived that if the state fails to use and effectively manage the fly ash generated at these projects, it's only a matter of time theta Chhattisgarh would be a "fly ash hub". The consequences for such a scenario could be disastrous, as the entire atmosphere would be filled with black smoke, leading to the occurrence of numerous fatal diseases & water scarcity.
It is widely known that the residue generated at the thermal power stations create major environmental hazards. Experts' say that it is not only causing air pollution, but also contaminate the groundwater. However, its effective management not only reduces environmental pollution, but also recycles and reuses the same to recover some valuable resources. According to information, about Rs 2 lakh crore is likely to be invested in Chhattisgarh in various thermal plants in the next five years to generate approximately 40,000 MW of additional power. Experts estimate that that these projects, once fully functional, could generate a total of 4 crore tonnes of ash, besides emitting 11 crore tonnes of carbon dioxide. Managing the same effectively thus becomes a huge task, say experts.
